Robert Pereira

Chief Executive Officer

As the founder of ARC Multifamily Group, Robert is a real estate industry veteran with over 2 decades of investing and operating experience. In addition to this experience, Robert has personally managed over $120M of construction and over $450M of value-add real estate projects since 2008. Robert has lead ARC Multifamily to acquire over 2,000 units in the Southeast US. He earned an undergraduate degree in Engineering from the University of Waterloo and an MBA in Real Estate & Finance. Robert currently serves on the Advisory Board of the UCI Paul Merage School of Business’ Center for Real Estate.

Amy Montes

President

Amy leads Axia Residential with a clear vision—to deliver operational excellence, long-term investor value, and a culture where people thrive. A licensed attorney with 17 years of experience, she brings legal precision, financial discipline, and negotiation expertise. Her leadership centers on maximizing NOI, reducing expenses with intention, and creating a resident-first experience, while fostering a workplace that empowers talent and drives scalable results.

Mike Brewer

With three decades of experience in multifamily operations, Mike is passionate about fostering productive environments emphasizing data-driven decision-making and streamlined workflows. His expertise spans leadership, customer service, negotiation, marketing and advertising, social media, talent development, coaching, and mentoring. Guided by a commitment to excellence and innovation, Mike consistently delivers top-tier performance and drives profitable business outcomes.

Gail Ruggles

Senior Vice President Operations

Gail Ruggles is passionate about exceeding expectations of team members, clients, and business partners. Gail joins Axia Residential as a Senior Vice President of Operations with over 30 years of experience in strategic multifamily operations. She brings extensive knowledge in all facets of property management, third-party relationships, and intelligent asset care across every stage of the property life cycle including lease-ups, renovations, and asset repositioning. She is committed to developing team members and supporting their personal and professional success.

Gail attended Ball State University and is a member of the Atlanta Apartment Association where she served on several committees. Gail is personally devoted to fundraising for the Sarcoma Foundation of America.She enjoys spending time with her family and especially doing activities on the water.
